Foreign Trade Zone (FTZ)
FTZs are secured areas legally outside of the U.S. customs territory, usually located in or near customs points of entry. Fresno County is part of Foreign Trade Zone No. 226. This incentive allows for entry of foreign or domestic merchandise without formal customs entry or government excise taxes.

HUBZone (Historically Underutilized Business Zone)
Federal program that helps small businesses in designated cities gain preferential access to federal procurement opportunities.
The Fresno County HUBZone designated cities are:
Huron, Mendota, Orange Cove, Parlier, San Joaquin, Fresno (certain areas within city), and Sanger (certain areas within city).

New Market Tax Credit (NMTC) Program
Companies who invest in qualifying projects can receive up to 39%
of the project's cost in the form of federal tax credit savings spread out over a 7 year period. Companies must demonstrate that their project will serve or provide investment capital for low-income communities or low-income persons.

Work Opportunity Tax Credit (WOTC)
Federal tax credit available for hiring qualifying individuals from certain target groups. Maximum tax credit ranges from $1,200 to $9,600, depending on the employee hired. Must complete specified form(s) before and after hire and must submit all forms within 28 calendar days of the employee's start date. WOTC is currently pending renewal.
